There is no universal definition. Note: States and districts are not obliged to use the federal definition, regardless of the fact that many states rest their definitions on the federal definition.
Every state and many school districts supplied with programs for gifted and talented students, but the quantity and percentage of students identified as gifted and talented differ from state to state because of regional distinctions in state laws and local established orders.
